Our Communities Connected for Kids Program provides services for children and families in the child welfare system, to ensure a community without abuse, neglect and abandonment. Based out of Port St. Lucie, FL, the Placement Supervisor provides direct oversight of Placement Specialists to ensure appropriate placements for children sheltered into licensed out-of-home care are both identified and stabilized. This position is responsible for oversight of paperwork and documentation in electronic data systems to include FSFN. The Placement Supervisor serves as a knowledgeable resource and point of contact to internal and external consumers when management is unavailable. It oversees the placement of children in foster homes or other licensed settings and determines placement best suited for their needs.  It also collaborates with child protective services, case management agencies, and child-placing staff as needed. This position requires the following professional skills:

 

*1.  Internal Processes: Demonstrates a working knowledge of the child welfare dependency system and can work within the interdependence among internal and external operations.  Recognizes how the responsibilities of the position contribute to the success and overall performance of the agency.  Understands and practices the concepts of being trauma informed and trauma responsive. Performs crisis intervention. Develops & maintains an on-call system to effectively meet placement needs after normal business hours.

 

*2. Management of Services / Daily Operations: Demonstrates ability to oversee the daily operations of services within one’s scope of responsibility. Develops and implements effective management systems, setting specific goals, standards, expectations, and methods or effective monitoring of daily operational activities. Provides leadership and motivation to those under his/her supervision.

Collaborates with employees supervised and other department personnel to maintain and improve services within the scope of

responsibility. Develops, implements, and evaluates the delivery of services within scope of responsibility, ensuring efficacy and

quality of services provided. Serves as a liaison with the community and external agencies, as appropriate. Provides oversight to ensure children are placed in settings that best suit their needs and receive services that are appropriate to their needs. Creatively solves problems and deals with a variety of variables with minimal direction. Identifies cases that present a high risk for placement disruption and participate in review meetings or other efforts to stabilize placements. Assumes on call responsibilities in conjunction with other clinical and administrative staff.

 

*3. Customers / Stakeholders:  Establishes an operational environment and culture, which is aligned with CCKids strategies, initiatives, and practices. Fosters positive relations and interactions between all CCKids departments and employees, which promote the growth and image of the agency. Recognizes, understands, and develops strong internal, business and industry customer relationships. Maintains formal and informal contacts with other agencies and groups to include, but not limited to: child placing agencies, child caring agencies, FCC Residential Services Committee, etc. Authorizes bed-holds from all providers.

 

*4. Regulatory / Professional Practice:  Demonstrates the skills, knowledge, and abilities to understand, implement, as well as influence regulatory guidelines and professional standards.  Ensures regulatory compliance and adheres to professional standards. Maintains accurate and up-to-date information about program policies & procedures and ensures adherence from placement team members. Maintains compliance with all child welfare laws, contract and licensing requirements and provides staff and partners with any amendments as they are available. Ensures Placement staff are compliant with Minimum Training Requirements (MTR)

 

*5. Time Management: Understands and demonstrates an ability to use time in an efficient and effective manner. Collaborates and

communicates with co-workers to increase efficiency and enhance team’s time management. Is aware of, and consistently meets established deadlines. Identifies and prioritizes multiple tasks to assure timely completion of projects and assigned tasks.

Communicates progress regarding completion of timelines/deadlines with co-workers, supervisors, and internal and external customers. Recommends and implements strategies to enhance time management skills.

 

*6. Technology Skills:  Demonstrates appropriate use of general office equipment and procedures such as copiers, printers, faxes, and phones.  Demonstrates proficiency with computer keyboard and required computer applications such as Outlook, Windows, Word, Excel, PowerPoint, FSFN, Oracle, Kronos, Profiler, the Internet, and all other applicable computer programs. Assures accurate documentation of services provided to include, but not limited to, comprehensive placement assessments and FSFN updates.

 

*7.  Quality Assurance:  Participates in the quality process, when needed, to ensure compliance with all required standards. Participates in ongoing development & related activities of a comprehensive quality improvement process. Reviews and analyzes data to improve outcomes.

 

*8. Risk and Safety Awareness:  Works in a safe and appropriate manner.  Follows all CCKids policies and procedures designed to maintain client, visitor, and employee safety.  Reports any safety or risk concerns to their supervisor or a member of the Safety Committee.

 

*9. Financial / Data Management:  Follows all CCKids policies and procedures to maintain any client or employee data in a safe and secure manner.  Understands the need for exercising financial responsibility with all CCKids resources and/or assets utilized as part of their job function and responsibilities. Works with the finance department to review and evaluate cost reports to identify positive and negative causal factors.

 

 

*10.  Staff Leadership / Development: As a leader, you value and prioritize professional development. You provide timely and meaningful performance feedback and ensure that all performance assessments are completed on time. Supervisor sets clear performance expectations with staff, provides coaching, and uses prompts, modeling, praise, and recognition to promote effective performance. Conducts observations and provides timely coaching and feedback to help staff achieve competency in required skills. Performance improvement and/or development plans are developed and consistently implemented and monitored. Exhibits effective conflict resolution skills and directs team in a fair and supportive manner. Further, demonstrates that HR policies, procedures, and practices are consistently applied. Demonstrates ability to enhance supervisory and staff communications by documenting that team meetings are conducted, and communication occurs consistently with direct reports. Builds and maintains a strong team that is positive and committed to the CCKids mission.

Qualifications

EDUCATION:


Required: Bachelor’s degree in human services, social work, or related field from an accredited school or university.
Preferred: Master’s degree in human services, social work, or related field from an accredited school or university

 

EXPERIENCE:

 

Required: Three (3) or more years’ experience in child welfare, behavioral health, or a related field.
Preferred: Prior experience in dependency case management. One (1) or more years’ supervisory experience.  Professional Certification in Child Welfare (CWCM, CPI, etc.) from the FL State Board.
