Our Communities Connected for Kids Program provides services for children and families in the child welfare system, to ensure a community without abuse, neglect and abandonment. Based out of Fort Pierce, FL, the County Director responsibilities include ensuring that the CCKids’ county operations function effectively and support the direct services to children and families. The position will directly oversee CCKids operational staff within the individual County. The position will also serve as liaison for oversight of contracted case management, adoption, and diversion services. This position requires the following professional skills:

 

*1. Internal Processes: Demonstrates a working knowledge of the child welfare dependency system and can work within the interdependence among internal and external operations. Recognizes how the responsibilities of the position contribute to the success and overall performance of the agency. Understands and practices the concepts of being trauma informed and trauma responsive. Participates as a member of the Senior Management Team. Participates in special projects as assigned.

 

*2. Management of Services / Daily Operations: Demonstrates ability to oversee the daily operations of services within one’s scope of responsibility. Develops and implements effective management systems, setting specific goals, standards, expectations, and methods or effective monitoring of daily operational activities. Provides leadership and motivation to those under his/her supervision. Collaborates with employees supervised and other department personnel to maintain and improve services within the scope of responsibility. Develops, implements, and evaluates the delivery of services within scope of responsibility, ensuring efficacy and quality of services provided. Serves as a liaison with the community and external agencies, as appropriate. Manages and administers the County’s services, including needs assessments, program development. Ensure services meet the needs of the local community. Provides leadership and oversight of direct services including but not limited to Dependency Case Management, Intake and Operations, and the Early Services Engagement Program.

 

*3. Customers / Stakeholders: Establishes an operational environment and culture, which is aligned with CCKids strategies, initiatives, and practices. Fosters positive relations and interactions between all CCKids departments and employees, which promote the growth and image of the agency. Recognizes, understands, and develops strong internal, business and industry customer relationships. Builds and maintains good community relations, promotes a positive image of CCKids in the community, and initiates opportunities for strategic alliances. Serves as liaison & CCKids representative to case management provider, the court, GAL, and all community stakeholders.

 

*4. Regulatory / Professional Practice: Demonstrates the skills, knowledge, and abilities to understand, implement, as well as influence regulatory guidelines and professional standards. Ensures regulatory compliance and adheres to professional standards. Safely & successfully performs essential job functions consistent with the ADA, FMLA, & other federal, state, & local standards, including meeting qualitative & quantitative productivity standards.

 

*5. Time Management: Understands and demonstrates an ability to use time in an efficient and effective manner. Collaborates and communicates with co-workers to increase efficiency and enhance team’s time management. Is aware of and consistently meets established deadlines. Identifies and prioritizes multiple tasks to assure timely completion of projects and assigned tasks. Communicates progress regarding completion of timelines/deadlines with co-workers, supervisors, and internal and external customers. Recommends and implements strategies to enhance time management skills.

 

*6. Technology Skills: Demonstrates appropriate use of general office equipment and procedures such as copiers, printers, faxes, and phones. Demonstrates proficiency with computer keyboard and required computer applications such as Outlook, Windows, Word, Excel, PowerPoint, FSFN, Oracle, Kronos, the Internet, and all other applicable computer programs.

 

*7. Quality Assurance: Participates in the quality process, when needed, to ensure compliance with all required standards. Demonstrate knowledge of, adherence to, and willingness to promote the CCKids Standards of Conduct.

 

*8. Risk and Safety Awareness: Works in a safe and appropriate manner. Follows all CCKids policies and procedures designed to maintain client, visitor, and employee safety. Reports any safety or risk concerns to their supervisor or Safety Committee member.

 

*9. Financial / Data Management: Follows all CCKids policies and procedures to maintain any client or employee data in a safe and secure manner. Understands the need for exercising financial responsibility with all CCKids resources and/or assets utilized as part of their job function and responsibilities.

 

*10. Staff Leadership / Development: As a leader, you value and prioritize professional development. You provide timely and meaningful feedback and ensure that all performance assessments are completed on time. Supervisor sets clear performance expectations with staff, provides coaching, and uses prompts, modeling, praise, and recognition to promote effective performance. Conducts observations and provides timely coaching and feedback to help staff achieve competency in required skills. Performance improvement and/or development plans are developed and consistently implemented and monitored. Exhibits effective conflict resolution skills and directs team in a fair and supportive manner. Further, demonstrates that HR policies, procedures, and practices are consistently applied. Demonstrates ability to enhance supervisory and staff communications by documenting that team meetings are conducted, and communication occurs consistently with direct reports. Supports & enhances staff's ability to perform their jobs by teaching and modeling technical knowledge and skills, work management and communication skills and conflict management skills.

 

*11. Management of Resources: Manages the budgetary / fiscal operations of services within the scope of responsibility. Coordinates and monitors the work activities of staff within assigned programs. Provides leadership and monitors the interdisciplinary team functions/activities. Assesses, evaluates, and manages staffing of services provided, ensuring that resources are allocated in a manner that optimizes the most effective utilization of staff and other resources. Objectively evaluates staff performance and collaborates with immediate supervisor regarding promotions, transfers, and disciplinary actions. Utilizes available human resources effectively in performing management functions. Supervises, directs, and facilitates the development of employees under one’s supervision. Exercises tact, diplomacy, and flexibility in working with employees to provide responsive and optimal support in meeting goals and objectives.

 

*12. Strategic and Business Planning: Directs the strategy planning process and supports implementation of strategies / efforts, which are aligned with CCKids mission, vision, and customer / community needs. Promotes positive goal-directed responses and / or interactions between internal and external entities including governmental, community and news agencies to increase referrals, fundraising opportunities, and employee recruitment. Ensures that there is current information or assessments of competitors, referral sources, political trends or other related industry trends and that planning reflects consideration of such trends.

Qualifications

EDUCATION:
 
Required:  Master’s degree in social work or human service field with a minimum of five years of experience in operations to include supervisory experience, supervisor training or program evaluation; or bachelor’s degree in social work or related field with minimum of seven years of experience in program operations to include supervisory experience, supervisor training or program evaluation.
 
EXPERIENCE
 
Required:   Experience worked in Saint Lucie County and/or has established relationships within the community, as demonstrated by participation on committees, workgroups or initiatives.
Preferred:  Child Welfare Certification through the state of Florida.
